Exchange 2003 OWA

I have a strange problem happening with the OWA feature in Exchange 2003.
After authenticating with the server I get a page that is all scrambled and
says "loading..." in the upper left hand corner. Have restarted IIS and the
Exchange services and it is still happening. Any ideas??
