Outlook Web Access - Slow

I run M.S. Small Busuiness Server 2003 with Exchange on a new Dell Power
Edge 2600.

Outlook web access is extremely slow over the internet AND from inside.
You can log in with no obvious problems (the log on screen pops up
immediately).
After log in it starts to load the page and hangs for at least 10 minutes
with bareley any graphics loaded.
I have tried playing with directory security under IIS in exchange
properties, no luck.
Same for Authentication settings under Exchange system manager.
I've been working on this for weeks now.
Any good ideas?
