Server setting to not allow clients to download email via POP3 on

    I have a situation where I need to provide POP3 access but do not want to allow the clients to download the e-mail off of the server. We want to force the "leave a copy of the message on the server" but do not have control of any of the clients or their settings. Is there a registry key or a setting somewhere to make this possible?
