Check the settings on the POP3 Virtual Server. On the General page there
is an option to 'Limit the number of connections to:'
The default setting is unchecked and will allow as many connections as the
Store can handle. Which is well over 35.

I have a client who has 50 email accounts available thru their ISP, but I can only get 35 to work. I have setup 40 accounts. However, only 35 work. If I delete one account from the 35, another one will begin working. Is there a setting that needs to be changed? Hope someone can help. Thanks. Thanks.
