Accept email for another domain without giving all users an address

I have a site where a few users need to receive email for a second domain.
ie, All users have an email address in the form of usera@xxxxxxxxxxxxxx . A
few select users also need to recieve email for a second, (or more) domain.
ie, userb@xxxxxxxxxxxxxx, as well as userb@xxxxxxxxxxxxxxxx . I do not want
all users to have an email address on all domains, ie, userb has
userb@xxxxxxxxxxxxxxxx, but no other users have an email address at this
domain.
It seems that unless I have a recipeint policy active for @seconddomain.com,
or relaying is allowed, any SMTP mail is denied, with a 5.7.1 (can't relay)
response, . I guess I could turn off the "Automatically Update Email
addresses Based on recipeint Policy" for each user & set up thier email
addresses individually, but this seems unweildy.
Is there a way I can tell Excahnge to accept mail for a second domain and
try to find an owner, without giving eveyone on the site another email
address, or turning off RUS generated email addreses?
The site is running exchange 2000, SP3 on SBS.
