You should look at an antispam gateway.
I'm not sure your going to find any that meet your exact criteria (the first requirement), but you should be able to find some quality products out there.

I have an Exchange Server 2003, and am looking to see if there is any way I
can block email that comes into the server that is addressed to a user but
the sender is not on the user's address book. I want the mail to be returned
to sender as undeliverable.

If not, then is there any kind of settings that I need to setup to block all
spam mail and send to a particular folder. Right now, my email is being
hosted with an offsite vendor and when I log on to download my emails, I have
300 a day and atleast 250 of them are junk mail. I don't want to see them in
my exchange server when I move the ip address to point to my server.
