Can no deliver mail 5Mb+

I know what your going to say but EVERY restriction setting is turned off or
set higher than 5Mb but I still can not get a mail of 5Mb+ into a an
Exchange site.

Global Settings / Message Delivery send/service is currently set to 10240kb
Mail Store Limits are unchecked
User limited are unchecked
SMTP Virtual Server mail and session are unchecked
Allow size in routing connectors is unchecked
There are no extra routing or system policy containers

Yet still anything over 5Mb is returned to remote sender with:
"This message is larger than the current system limit or the recipient's
mailbox is full"

Receiving user exchange server gives:
"A non-delivery report with a status code of 5.2.3 was generated for
recipient rfc822;jlsadmin@xxxxxxxxxxxxx (Message-ID
721254D969F63942A8BDE4C6C06D50CF028B7AB9@xxxxxxxxxxxxxxxxxxxxxxxx).
Cause: The message size was large or the local quota exceeded. For example,
remote Exchange user might have delivery restrictions set with maximum
incoming message size.
Solution: Check access permissions as well as the message size."

Any other ideas where I can look. Is there a registery setting of old that
might still be hanging around?
