Run up ADU&C on the Exchange server. You will see that each user has a
box where you can enter who can and cannot email that particular user.
Now, the thing you have to map out on paper is whether it's
administratively better to have a list of "accept mail from" or
"reject mail from", or a mix of both.

A word of caution though. Unless your users are banned Internet access
they're just going to resent you for this. They are simply going to
email their boss with the content and he's going to forward it on
because you won't be able to bring this in for departmental bosses who
need to communicate with others.

Your users are going to think it truly pathetic and they will be
right. I'm willing to bet that this is a "My boss told me to" request
so I'd take your workings out and how easy it will be to work around
and let your boss see how onworkable it will be in the long term.
