Logon problems-OWA and IIS

Hello,
This started out as an OWA problem, but it is IIS in general. Here is the
deal. I create a folder on the C: drive called "test" and place a file called
test.html in it. I set the persmissions to everyone>full control.

Then I add a virtual directory to IIS, make the authentication basic, with
our domain as the default. I turn off all other authentication. I do this on
3 different servers. 1 is local, and 2 are remote. ServerA is local and
Servers B & C are remote. All three servers are domain controllers, and have
Exchange. They are Windows 2000 and Exchange 2000.

When I type in the browser http://servera/test it asks for authentication
and I put in a regular user's credentials. It comes up fine. Just like OWA
for mailboxes on the server. Then I try it on Server B or C and it prompts
for creditials 3 times and then fails. Here is where it gets weird. If I try
to connect to B or C and use a domain admin's credentials it works. But it
also works for everyone else for about 5 mins. Then the standard accounts go
back to prompting 3 times and failing.

This is exactly what OWA is doing, but I created the test directory so I
could replicate the problem, and find out if it is IIS or Exchange. It looks
like IIS.

Any thoughts?
