Hi Jeff,
When you open the ESM on the E2k3 server and go down to public folders are
you seeing the folders there at all or are you just seeing Internet News
groups. From your post it sounds like you are not even seeing the folders
at all. This means that you have never done any public folder replication
successfully.
As a first step I would recommend that you mount a new blank public folder
store. This will force replication again and may resolve your issue. If
you see no change after doing that go into ADSIEdit and verify that the
public folder store object has a valid Primary SMTP address (ProxyAddress).
This object will be under the server object in basically the same location
as it is in; in the ESM.
If the Public folder store is missing a Primary SMTP address then there is
something wrong with your Enterprise RUS and you will need to Troubleshoot
that.
