You can check whether the problem is truley being caused by the SCW by
rolling-back the security policy.

If after rolling back the problem is gone, than you are certain its the SCW.
If you really need the SCW you can re-run the wizard, this time being more
careful how you configure the security policy so as to avoid getting the
same problem.

If the problem is still present after rolling back than the problem is
somewhere else.
