You haven't got any server or client application that processes spam
messages so you need to remedy that. Your anti spam software should
ideally work WITH Exchange to tag messages and then hand it off into
Exchange with an instruction to place the software in a specific
folder. Most of the Exchange 2000 era packages (mimesweeper for one)
does that for you. The user can delete the folder but the next spam
message will regenerate the folder and populate it with the message.
As far as purging (I can't see the point of archiving messages that
have bene in a spam folder for 30 days) you can simply create a
Recipient Policy in Exchange SYstem Manager. That will not have the
spam folder in the available list but you can create a record with the
same name and then tick it. That will apply the filter to any folders
it finds in the mailboxes that match the name.
