As a workaround...Remove deny from Receive As and Send As permissions at the Organization Level on Domain Admins and Enterprise
Admins. If you do not see the Security tab have a look at http://support.microsoft.com/?id=259221
This is not something I would normally recommend but if you then can run Exmerge...you haven't set the permission right for your
newly created group.

Still no luck. I followed the instructions in kb823143 and I do have
