New Users Are Not Going Into the GAL

      I was having a problem with new users not getting an email address not
to long ago. That wound up being a rights issue that is fixed. However,
when I create new users now they do get their address and they can both see
the GAL and send mail to the other users but they are not propagating to the
GAL themselves so they cannot be found when creating new mail to them.

   Any thoughts on where to look to what the issue is this time?
