internet email problem

Hi all,

our company have a single forest multi domain design. Each domain has it own
exchange server and DC.
Between the Offices, we have the frame relay line connection. Internet
access, we are using broadband internet line. Now we are facing a problem
is, one of our office's internet cannot send out because of ISP's ip address
range has been blocked by some reasons. Incoming email is fine. ISP they may
need a long time to fix it.
We are thinking of can we forward all the internet outgoing email to other
office and send them out. How can we do that?
