can't send to local users and exchange transport not working

I get this error in my app logs "A non-delivery report
(reason code unable-to-transfer and diagnostic code
unrecognised-OR-name)" and I can't send email to local
users within exchange and the exchange transport seems to
be failing. The outlook clients have pop3 service and
exchange running at the same time. If i switch the
transport provider to the pop3 service I can send email,
but not via the exchange transport.
