Hi Matt. I've ran into this in the past and here are a few things to try
(I'm assuming that your users want to download from the web???):

1) See if they can POP in from the lan (if so then go to item 3),
2) If they can't POP in from the LAN, then you probably have POP3 (TCP 110)
blocked or closed. Check the TCP/IP filtering in the IP advanced section. If
that is okay, then you may have a Name Resolution issue - see step 3,
3) Configure your DNS for name resolution for external client use,
4) If the users are coming in from the web, check to see if your firewall is
blocking POP3. If not, then check to see if your firewall (router) is
forwarding POP3 to the right server also, check with your ISP, often times
the ISP will block port 110.

One other little thing that I actually ran into last month. Contact your ISP
and see if you need to configure the client OE to point to their SMPT & POP3
servers. Here in Canada, one of the popular ISP dudes is doing that in order
to help eliminate SPAM and provide Virus protection.

If you are still having problems, perhaps you could provide more details as
the layout of the network (ie. firewall, routers etc), the Exchange box
config etc.
