Cut off Text in Email Messages

In January 2004, our organization switched from a third
party email provider to our in-house Exchange Server.
Everything has worked for us except for one huge issue.
Note, we did not switch connectivity providers. This
problem NEVER occurred on the prior configuration with
the same workstations.

We have multiple email users who send PDF (generally
Acrobat 5.0) to our Multiple clients every day around the
country. These files can range in small Ks to over 1 MB
in size. In using Outlook, the end user types a message
to our client(s) and attaches the PDF (we almost
exclusively send PDFs and we have never experienced this
for any other document NOR for any email WITHOUT an
attached document). Once the end user sends the document,
they go into "Sent Items" to verify if the message is
sent. At this time, the end user opens the sent email and
does not visibly see the text message they just verified
that they typed before sending. They always see the
attached document. They have been able to verify with our
clients that they receive the document and not the email
message (imagine potential customer service issue).

We have witnessed this error countless times from varying
users and different PCs since our conversion by browsing
various Sent Items in various workstations. The end user
will always recall typing an email text message in all
situations. A different issue is now reported as well.
Clients are sending our organization documents. On a few
of them, all we see is the "paper clip" icon but no
document. We've verified with the sender if they intended
to send a document and they did. In one case, a PDF was
sent (W-4 IRS form) and it was not physically seen or
accessible. The external sender was able to have it
resent successful.

Many internal tests have been done to replicate this
issue. In one case, multiple-sized PDFs, Word Docs, Excel
Docs were sent to an outside email account (MSN.com
user). All appeared to have been sent successfully in 12
emails and 30 emails (two tests). Note again, the
settings in Exchange were verified and they are not set
to low maximum document sizes or (memory). None of the
captured, failed emails with have stripped text in the
message header have ever had any correlation to SIZE of
the document. We have had certified tech support evaluate
this issue with no avail.
