How many Exchange Servers do you have eg if you have multiple instances of
the same public folder you may find users are working on different copies of
the same folder and your just seeing the replication latency between the
two. Also are you using Outlook in Cached mode if so try switching to online
mode and see if you experience the same problem.In Online mode you should
see when the changes are hitting the item.

I've made a costumized form, which resides in a public folder.
The problem is:
User "A" opens an item. Outlook reads in the data in the form. User "A"
saves an exits the form.
Now user "B" opens the same item, fill in some data and save the item.
User "A" again opens the item, but can't see the changes, that user "B"
did
make.
If User "A" now writes something in the form and saves it, he and User "B"
will receive a conflict message.
But if User "A" in stead had closed and reopened outlook before opening
the
item for the second time - Then User "A" would see the changes that User
"B"
had mede.
So it seem that Outlook is caching the data and is not aware, that the
data
is out of data.
How can i prevent this to happen, so outlook allways will retrieve the
data
from the server.
I put the question in the outlook forum yesterday. No one here could help,
but i was advised to put the question in one of the exchange-groups.
We are using outlook 2003 and exchange server 2003.
I hope someone knows a solution to this problem
