Why do want to use WebDAV for this all this information is in Active
Directory so you can just do a Ldap query against any DC or GC and you'll
get this information. If you have to use WebDAV you would need to use the
OWA galfind command. This is documented a little in the OWA customization
whitepaper

Galfind is a little limited though there are no wildcards you can use to get
all the entries for the GAL in one call and you are limited to what
information it returns.
