Outlook 2003 and S/MINE

I have problem with Outlook Desktop 2003 and Security encrypting mail.
There are 2 users, each user has sign/encrypt certificates. The certficates
are register to local machine MyStore and public to Global Address List (GAL).
The user A send to the user B with encrypted mail. When the user B open the
encrypted email which is sent from the user A, it always asks the certificate
of the user A. It happens if the machine of user A or user B has multiple
profiles.
I did go to the GAL and check, the user and cerficate are mismatch. The
only thing is Security Setting name is the same between the user.
Because the public encryption does on the server, I do not know how Exchange
2003 picks the certifcate to do the encryption.
Do The Outlook profile affected the way Outlook pick the certificate.
Any ideal or info reference?
