IMAP and Password problems in Exchange 2003

Good day,
I hope somebody here can point me in the right direction on this.
We are running a Windows 2003 Enterprise Server with Exchange 2003
Enterprise (SP1). We wanted to allow PDA and other stuff to connect so we
are looking at a third party company to help us out and they use IMAP. The
problem that we are having is that when we connect via IMAP we get a bad
password or login name. The account works fine via owa or normal login.
Please note that IMAP is setup to use SSL
So to rule out an another issue I created a new account and used outlook
express and was able to login to that account with no issues using IMAP with
SSL.
The only thing that I could think of at this time was that we were a 5.5
shop that migrated over to 2003 and something did not get set in the old
accounts. Has anybody seen this issue before
