The External DNS settings on the SMTP VS are usually used to test if
Internal DNS is working. This setting on the SMTP VS overrides the internal
DNS configuration and uses the DNS servers in here for external resolution.
It can be configured like this but Microsoft recommends that you use this
only for testing.

| shall remove the IP addresses from that list and test
| outbound mail. Why does this cause the problem.
