    If it works internally then OWA is installed correctly and functioning,
    which is a good thing.

    If it does not work externally there are two main things to look at:

    The HTTP identity of the Web Site, make sure external requests are directed
    to the correct Web Site.
    from your email "18. Assigned the new ip to the " Web Mail " virtual server
    from Exchange System Manger and site from IIS."
    If your Default Web Site has a specific IP assigned to it, and not All
    Unassigned, then outside requests may fail as they may not be going to that
    specific IP.
    If you only have a single web site then just use "All Unassigned" "80" and
    No Host headers.

    Otherwise make sure that webdav verbs are not being blocked.

    If this does not help, provide some more detail on how it fails externally..
    how far do you get etc
