offline cache mode is not updated - sync issues with outlook clien

Am having problems that outlook is not reflecting the latest update even
pressing F9 clearing offline items is the temporary workaround or accessing
OWA directly to the server.
It affect some clients but not all the clients and connecting to the
exchange server accross the WAN via a site to site VPN
