I have had the same problem my self and after some troubleshooting I found out that my ISPīs proxy server didn't support Webdav.
When I removed their proxy server from IE, OWA worked just fine.

I work for a company with about 200 clients that access
our exchange server from outside the corporate network, I
have one client that when they login they enter thier
credentials and on the left hand navigation page they get
thier icons for options logon etc. And on the right where
the message list would normally appear all she ever sees
is loading. The only pertinent MS knowledgebase article I
have come across says to make sure that a language is
specified in IE, so I did that by removing the english
language and then readding it. The article also said
there could be something on the server side that might be
causing this problem but it's doubtful since on three
other machines I am able to log in as this client just
fine. Client is using Windows ME, IE 6 SP1. I have done
everything I can think of to include, making sure the
computer is spyware free, deleting cache , resetting all
of IE's settings to thier defaults, even did a repair of
IE to see if this would have any affect, and also
reregistered all kinds of dll's that I could think of
that might be related to IE. I also had the client
download and install the latest scripting engine for
Windows, and also even went as far as to uninstall and
reinstall the Java virtual machine thinking that this
might have some affect. If anyone has any suggestions as
to how to fix this I am welcome to any at this point
because I am at my witt's end.
