Gidday all,

I have figured out the issue. After much searching on the internet there was
a Technet article Q271562 that shows a file mshtml.dll has to be of a
certain version. the PC's that I checked who had this issue had an older
version than the 6.0.2714.2700.

Even after updating to IE6 it didn't change this file.
I renamed the old one and copied a later file over and worked perfectly.
