This is an issue that we are well aware of and have resolved in Exchange
2003 with Forms Based Authentication(FBA).
I do understand that you are on Exchange 2000, but some of the info in the
following article may help explain the issue

The problem that was solved with FBA is that the web browser will store the
credentials of the previous user and then resubmit them when the new user
logs in.
We saw this issue quite a bit with Kiosk's where you can not control the
client machine completely, it sounds like you may be in a similar scenario.
There are some third party solutions for OWA2000, here is a link to some of
