VERY SLOW automatically accepting meetings



Environment: Windows 2000 server, Exchange 2000, latest patches on both.
Client environment: Windows XP Pro, Outlook 2003/2007. Latest patches.

I have several resource mailboxes and a resource booking account that is a
delegate of all these accounts. Meeting requests are set to be sent direct
to the resource booking account.

When my resource booking account is logged in to a box with Windows 2000 Pro
and Outlook 98, meeting requests are accepted or declined almost
immediately. A delay of less than five seconds is typical between a user
booking a resource and the reply coming back that the resource has been
accepted.

On a new Windows XP Pro box running Outlook 2003, there is a delay of up to
five minutes for each resource booked. For example, if a user books the
boardroom, projector and AV equipment at 10:30, they might get a response
from the boardroom at 10:34, projector at 10:35 and AV at 10:37. Requests
queue up in the inbox, so if several people book several resources it can be
a very long time before they are all accepted. Requests get to the resource
booking account's Inbox immediately.

Additionally, the new box doesn't send Cancellation acknowledgements to
users. Previously, the user would get an "Accepted: Canceled: (booking)"
message. Now, nothing. The meeting is removed from the resource's Calendar,
but the cancellation message stays in the resource booking (delegate)
account's Inbox.

I have put Outlook 2007 on the new box, this has had no effect.
I have re-set the delegation for each resource to ensure the resource
booking account is properly assigned as a delegate. The resource booking
account has Editor rights to Calendar and Inbox, I have also tried giving it
Full mailbox access rights in AD.
I have closed Outlook, sent a meeting request and then run Outlook /sniff to
force detection of new meeting requests but there is still a delay.

If I run Outlook as one of the resources (e.g. Boardroom) then the delay is
still there, so I don't think it is a delegation problem. But I need to run
as a delegate in order to auto-accept for all resources.

Any ideas? I'm completely stumped on this one.
