Daylight savings time change for 2007

We are running Exchange 2000 on Windows 2000. I am concerned about the
upcoming DST change.
according to this http://www.microsoft.com/windows/timezone/dst2007.mspx
Both the OS and Exchange will have to be patched, but mentions having to
have Extended Hotfix support.
and to contact your technical account manager
I have no idea what extended hotfix support is and have never heard of a
technical account manager.
There is no mention of what patch number to get for this environment.
So what are my options??
