Go to www.microsoft.com/office and get the ORK ADM templates. There
are a number of things such as banning PSTs, making them read only,
setting it so that you can't create new ones but can use existing ones
etc.
It's a pure Outlook/GPO thing, nothing actually to do with Exchange.
