It's odd that you're allowing any addresses to relay. Have you got
something on your network that needs to use your SMTP service on the
Exchange server to relay SMTP through? If it's the only server and all
your users are Outlook or OWA then you don't need any of that
relaying.

I will lay odds that you have a relay configuration on your Exchange
that you don't need. Pull everything off and deny any and all
relaying. Make sure you stop/start the smtp service afterwards.

Removing the relay settings did not resolve my problem.
From the SMTP Virtual Server on the Access tab I accessed the Relay
settings and emptied the relay list and unchecked the 'Allow all computers
which successfully authenticate to relay' setting.
After that I restarted the virtual server, but I still got the NDR replay
when I try outbound mail. I even rebooted the server but I still get the
NDR.

I did fix the dns error I got in the eventlog though, but I don't think it
was relevant.
