A recent hotfix changed the way permissions are applied to exchange. Where
on the exchange system are the permissions applied?

For the past 2 ish years, we have been able to open other user's mailbox,
with a system admin account created for this purpose. Which is not part of
the Domain admin group, or any groups that have deny access.
Either through the File, Open other users folder, or by creating profile
for
that mailbox and logging on to it with the account created for this
purpose.
Recently, however, neither of these work anymore.
When trying to open through File, Open other users folder, the following
is
returned -
'Unable to display the folder. The Inbox folder could not be found.'
Opening as an additional mail account through advanced settings in
outlook,
gives a similar error.
When creating profile and logging on with the admin account, any mailbox
now
just continually asks for username and password continually, whether box
is
ticked to remember it or not.
Checking through all the permissions, they have not been changed, and are
the same as when servers were initially installed and configured, and it
worked well until recently.
Re-applying the permissions, has no effect.
