Both functional levels are Windows 2000. We have two domains (root and child) in our forest, with a mix of Windows 2000 and 2003 domain controllers.

I did a quick test with a Windows 2000 Professional VM running the 2000 versions of all the tools, and it didn't exhibit the problem. At this point I'm assuming that there are probably some incompatibilities with the 2003 tools on a domain that hasn't run the Exchange 2003 forest prep schema update. Can anyone confirm? As a workaround, we just gave our NOC a couple Windows 2000 Pro workstations/VMs so they can continue to create mailboxes.
