tracking ourgoing emails with attacjhments.

Good morning,

Management has requested that all outgoing emails that have attachments be
retained in a place that can be reviewed on demand by manager.

Is there a "global Rule" capability that can be crafted in exchange that
will either selectively or globally allow me to accomplish this end?
