I see in exchange sysmgr I can forward ALL email sent or received to
an exchange mailbox.
Is there any way I can filter all inbout and outbound email (not
filtering internal email) to this exchange mailbox without using
client-side rules or custom programming?
...and.... can I have these emails go to a public folder instead of
to a users mailbox?

It can go to any SMTP address you wish....any mail-enabled public folder, or
even an external e-mail address.
