Adding a new distribution list to the GAL

Hi All

How do you create a new distribution list in the GAL? The distribution
list will have external addresses that don't exist in AD. Is this
possible? I can make this in the Contacts folder, but when I try it in
the GAL it won't let me. I would like to make this accessible to all
users in the domain through the To: button on a new email. I am the
administrator of the Exchange server, so I can access this if needed...
