outgoing emails with file attachements causing internet to slow down to a crawl

We use exchange 2000 and for the past few weeks our internet has been
slowing down intermittently. We use an adsl connection. We discovered
that when we unplugged the mail server from the network during these
internet slow downs, the internet speed is restored. Upon plugging the
mail server back in, the inetrnet slows down to a crawl. we generally
had to let the server work this out.
Recently, we noticed that we the server was sending emails with
attachements, the internet was slowing down. A person could send an
email with simply a 2 mb file, and the internet slows down to the point
of it not responding.
We have contacted out ISP, and they have opened a trouble call with the
telephone company. For the moment we have set a 2 mb limit on file
sizes for outgoing emails. has anyone experienced this problem out
there in cyberspace?
