Offline Address List Returns the Wrong Values

I have custom Global Address Lists and cutstom Offline Address Lists. Users
get the customized lists until they download the Offline Address list for
the first time. At that point in time they get what would be the Default
Globabl Address list. Instead of the custom list they get every user in the
domain.
