E2K server cannot login, outlook cannot start

Hi all

I suspected that it is related to this eventid

Event Type: Error
Event Source: LsaSrv
Event Category: Devices
Event ID: 5000

Description:
The security package Negotiate generated an exception. The package is now
disabled. The exception information is the data.

& when i login in the console, it shows "Network Services unable, please
contact your system administrator"

I have search through the TechNet KB but nothing found.
