SSL Certificate problem

Hello Everyone,
I'm running Exchange 2003 enterprise on a Windows 2003 standard server.
I'm getting the below Event ID: 77 (KB283218) but the article is very vague
and I did my best trying to figure out what it meant. I opened Certificate
Authority and checked the permissions and Authenticated Users are in there
and have the proper rights. When I stop and restart the server I get Event
ID 77 around 10 times logged in the Application log. I'm not sure if this
is causing a problem or is just a warning? But has anyone else had this
problem?
The "Windows default" Policy Module logged the following warning: The
User(v3.0): V1 Certificate Template could not be loaded. Element not found.
0x80070490 (WIN32: 1168).
