Balloon for connecting to Exchange Server

I have several users that are repeatedly having a balloon
popup in their system tray that Outlook is attempting to
connect to the Exchange server. THis is only happening
with a handful of users but unfortunately their an
important subset. When I Ctrl+Click and choose
Connection Status on the Outlook icon in their sys tray I
see that they are disconnected and I sometimes see old
Exchange boxes that have been retired for some reason.
I'm not sure why they randomly have the balloon pop but
it's been going ona while and they'd like an answer...
