Pat-

I opened up relaying as you requested and was able to successfully send to
another domain from outside our network. I changed the settings back and the
same error returns.

I've downloaded and installed the Post SP3 Rollout Patch as you requested.
You should have an email from me that has an account you can use for testing
and the MPSreport dump after following the instructions in your post.
