No. In order to do this within Outlook it would take a little bit of custom
programming to allow. Are you aware that one can use the Windows Address
Book to update their own Active Directory record? (Open Windows Address
Book (wab.exe), select Find People, set Look in to Active Directory, type
part of name/userid > Find Now > Select name of interest below > Properties
> Edit and then OK.
