Users update there GAL entry - permissions not allowing it

I am trying to allow users to update there details in the Global Address
list. I have read that you can use galmod32.exe or windows address book to
allow each exchange user to update there address, phone, location details
etc.

I have followed q272198 and
www.mcpmag.com/columns/article.asp?EditorialsID=873 and still the test user
can't update there GAL entry.

It appears to be a permissions issue as I get an access denyed when using
the script from the mcpmag.com article.

I have created a test OU. Placed my Test user in the OU and delegated
permissions as suggested in the above articles. What am I missing?
