so are you saying that some users actually have "Local" user accounts that
have been created on the computers? if this is the case then no, they wont
have access to the files and everything is working as it should. have you
tried having your users logon using their domain account while they are not
connected to the network....it should work just fine if no security settings
have changed from their default settings on your group policies because by
default users can logon using cached credentials while offline.
