message tracking

For some reason I'm unable to track messages. I've enabled message tracking
on the server a week or so ago. After enabling I did not restart any
services - do I need? I've verified the \\servername\servname.log exists and
has the following local permissions (everyone = full-control) network
permissions (admin + domain admins = full-control).

Message log is empty. I looked in the event viewer, nothing looks suspcious
or helpful. Any ideas anyone has would be appreciated.
