I have checked the two updates and I believe they are unrelated to this
issue.

Based on your description, I need to clarify more information to narrow
down the problem:

1. Please try send and receive a message via OWA. You can send to yourself,
or open two OWA windows at the same time and send email from one to
another. How about the delivery time cost now? From this test, we can
indicate that whether the abnormal behavior is caused by server performance
or client.

2. If the problem is not caused by server, I would like to confirm with you
whether the clients are using Windows XP+SP2. When a new message arrives at
mailbox, Exchange server will send a new message notification to Outlook,
and then Outlook start to retrieve the message to local. Meanwhile, Outlook
checks mailbox on Exchange server at intervals. It is the routine of
Exchange server/Outlook client communication. However, Windows XP SP2
blocks the new message notification (sent via UDP protocol which is blocked
by SP2 firewall) by default. So it will cause the new message delay in
Outlook unless it checks the new message itself. For more information,
