User not in GAL

Created mailbox for existing user account. Mailbox is showing up correctly
in the appropriate storage group. User is able to receive emails from
outside our domain. User is only able to logon using OWA. When trying to
setup outlook, get user not found in global address errors.

Any thoughts on what might be wrong?
