Exchange stops delivering mails

Very often (each 15 days), my exchange 2000 (with SP3) server stops working
(it doesn't deliver messages) even though the services look healthy and are
enough resources (memory and CPU).
When I see the queues in the Default SMTP Virtual Server, the
PreSubmissionQueue is the biggest one. I try to restart SMTP service but it
cannot be restarted then I'm forced to restart the server. After this,
delivery starts again and the server goes on.
Does anybody know why this happends?
There's no virus in the server (I already checked it out).
